Creative concepts and a campaign to encourage tenants of the newly-formed social housing organisation to become tenant inspectors. It highlighted the opportunity for successful applicants to see the innermost workings of their new landlord, and shape the service local tenants receive. The campaign was aimed particularly at the black and minority ethnic tenants who were significantly under-represented in the decision-making for such a culturally diverse area.
